One of the most visible transformations in the global economy in recent years has been the acceleration of global competition for access to critical raw materials. From electric vehicles and wind turbines to defence electronics and high-precision manufacturing, many technologies depend not only on software, capital and production capacity, but also on reliable mineral supply chains.

Paragraph 30 of the European Parliament’s resolution of 17 June 2026 on the 2025 Commission Report on Türkiye states that Eskişehir’s substantial rare earth element resources could make Türkiye an important player in a strategic global market. The resolution emphasises that this potential could contribute to the diversification and resilience of global supply chains, while access to advanced extraction and processing technologies and high standards of environmental protection and sustainable resource management remain essential thresholds.

This framework is important, but it must be interpreted correctly. The European Parliament’s assessment does not announce a confirmed foreign investment, financing package, formal partnership or implementation timetable for Beylikova. The report therefore reflects the growing visibility of the region’s strategic importance at the level of international policy rather than an investment decision in itself.

WHY ARE RARE EARTH ELEMENTS CONSIDERED STRATEGIC?

Rare earth elements are a group of 17 elements with similar chemical properties. The term “rare” does not necessarily mean that these elements occur only in very small quantities in the Earth’s crust; rather, they are difficult to find in economically workable concentrations, separate from one another and process to high levels of purity. Their strategic value largely derives from this technical complexity.

  • High-performance permanent magnets used in electric vehicle motors and wind turbine generators
  • Defence electronics, radar, sensors, communications and precision-guidance systems
  • Aerospace technologies and special alloys resistant to high temperatures
  • Displays, optics, lasers, semiconductors and advanced electronic applications
  • Catalysts, robotic systems and high-precision industrial manufacturing

The issue is therefore not simply the presence of an underground resource. The real economic value emerges through ore characterisation, separation technology, product purity, environmental management, energy efficiency and the establishment of a value chain that can be integrated into industry.

TECHNICAL THRESHOLDS ARE AS IMPORTANT AS POTENTIAL IN BEYLİKOVA

Technical studies have been conducted for many years on the complex ore containing rare earth elements in Beylikova. Official sources indicate that a pilot production facility operates in the region and that work is continuing to develop separation and processing capabilities. Although the existence of the pilot facility shows that the process is not merely a theoretical discussion about resources, numerous technical and economic conditions must be met simultaneously before production can advance to an industrial scale and become commercially sustainable.

A resource and an economically recoverable reserve are not the same concept. Although the word “reserve” may be used broadly in political reports or public statements, establishing a reserve that can be evaluated for investment purposes depends on technical feasibility studies verifying parameters such as grade, mineralogical structure, recovery rate, operating costs, product prices, technology selection and environmental obligations.

  • The ore’s mineralogical structure, grade and economically viable recovery rate
  • The scalability of separation, purification and refining technologies
  • Energy and water requirements and the management of waste, chemicals and potentially radioactive components
  • Capital requirements, financing model, product prices and long-term offtake agreements
  • EIA, licensing, permitting, transparency and sustainable resource management processes

A delay in any of these areas could alter the scope and timing of the regional economic impact. Beylikova’s potential should therefore neither be underestimated nor converted into a definitive economic conclusion before the technical thresholds have been met.

THROUGH WHICH CHANNELS COULD REGIONAL DEVELOPMENT BE AFFECTED?

If an industrial-scale production and processing chain is established, the effects may extend beyond the mining site itself. Depending on the project’s scale, technology model and local supply capacity, economic activity could emerge through several channels in Eskişehir.

  • Industrial and processing areas: Suitable facility space may be required for ore preparation, separation, purification and advanced materials production.
  • Logistics capacity: The transportation of raw materials, chemical inputs, equipment and finished products could make road, rail and storage infrastructure more critical.
  • Energy and infrastructure: Uninterrupted energy, water, treatment, waste management and technical infrastructure investments could become core components of the project.
  • Skilled workforce and R&D: Demand may increase for specialists in chemistry, metallurgy, mining, environmental engineering, automation and data analytics.
  • Supporting industries and technical services: New business volumes could emerge in machinery, maintenance, laboratories, measurement, quality control, occupational safety and environmental consultancy.
  • Commercial real estate and demand for specific uses: If operations are scaled in practice, selective demand could develop for warehouses, workshops, logistics space, offices and employee accommodation.

However, these effects are not automatic. The existence of a major natural resource deposit does not, by itself, create the same level of appreciation in every district or across every property type. The direction of the regional impact will be determined by the facility’s location, supply routes, infrastructure investments, planning decisions, environmental constraints and the extent to which the local economy can integrate with the project.

WHY DOES ESKİŞEHİR’S EXISTING INDUSTRIAL ECOSYSTEM MATTER?

With its organised industrial infrastructure, universities, technical workforce and accumulated capabilities in aerospace, defence, rail systems, machinery and advanced manufacturing, Eskişehir is one of the cities capable of discussing a value chain that extends beyond mineral extraction. The city’s advantage is not limited to Beylikova’s geological potential; it also lies in its capacity to process that potential, develop technology and connect it with industry.

For rare earth elements to contribute to regional development, however, genuine integration must be established between local industry and the project. A model in which ore is merely extracted and transported outside the region will not produce the same economic outcome as one in which high-purity products are manufactured, R&D capabilities develop and local suppliers participate in the process. The principal factor determining regional added value is not simply the existence of the resource, but which stages of the value chain are established in Eskişehir.

HOW SHOULD POTENTIAL COOPERATION WITH EUROPE BE INTERPRETED?

Under the Critical Raw Materials Act, the European Union aims to diversify its sources of supply, increase processing capacity and reduce excessive dependence on any single country. The inclusion of Eskişehir in the European Parliament’s resolution indicates that Türkiye could be considered a potential partner and supply-chain component in this strategic effort.

Potential cooperation, however, will be shaped not only by access to the resource, but also by technology transfer, environmental standards, traceability, financing conditions, trade policy and long-term industrial integration. The wording in the report should therefore be interpreted not as a confirmed European investment, but as the identification of a strategic area in which shared interests could converge.

HOW SHOULD REAL ESTATE INVESTORS ASSESS THIS PROCESS?

The most common mistake following strategic news of this kind is to generalise that all land plots, agricultural land or commercial properties in the region will appreciate rapidly. For real estate investment, however, the determining factor is not the expectation created by the news, but the official decisions and physical investments through which that expectation becomes concrete.

  • The project’s official status, investor structure and implementation timetable
  • EIA, licensing, expropriation and other permitting processes
  • Investments in new roads, railways, energy lines, water and waste management
  • Planning decisions relating to industrial areas, storage, logistics and housing uses
  • Completed transactions, comparable values, rental demand and market liquidity
  • Ownership, title deed records, annotations, agricultural designation and environmental constraints

Making a land investment based solely on a headline without evaluating these data together may increase expectation risk. Particularly for properties in and around Beylikova, parcel-specific planning status, ownership structure, transport access, environmental constraints and intended use should be verified through the relevant municipal, land registry and official institutional records.

Eskişehir’s prominence in an international report on rare earth elements is an important indicator for the city’s long-term industrial and technological outlook. Nevertheless, the impact on real estate and regional development will arise not from reserve narratives, but from verified feasibility, industrial production capacity, environmental permits, infrastructure investment and the development of the local supply chain.

This development does not constitute a direct investment decision or guarantee real estate appreciation in the region; however, it is a signal that strengthens Eskişehir’s long-term importance in industrial, technological and critical raw materials policy.

A sound investment approach distinguishes expectation from implementation. When technical feasibility, environmental responsibility, infrastructure, official decisions and actual investments advance together, the regional economic impact of Beylikova’s potential can be measured more clearly. This is precisely where long-term value is created: when an underground resource is transformed into an economic chain through technology, sustainability and proper planning.
